Someone pointed out in another thread: "Content sharing is turned on content owned by any member of the campaign is shared, not just content owned by the person with the master tier."
With regards to homebrew content, that can cause some problems. Players can add all sorts of weird homebrew to their collection (created or public homebrew). Doesn't mean the DM wants *all* that homebrew shared when "homebrew" is toggle on, but only the homebrew the DM intends to include in his/her/their campaign.
TL/DR The DM should be able to toggle on/off homebrew from other players' Homebrew Collection in a campaign with shared content enabled.
