Are warlock invocations still unable to be created via homebrew? I tried to create a subclass but Warlocks are weird because their subclass is kinda 2 parts: Otherworldy Patron & Pact Boon. What if I just want to make a new Otherworldy Patron? Like Hexblade from XGtE.

You can certainly homebrew the Patron, not the Boon nor the Invocations.
But truth be told, you can use a homebrew feat to replicate an invocation.

That's a good work around, thanks. But the feat won't count against Invocations known, right? I'm seeing in the class features the way I choose invocations from the list and ideally you could add to that list.

That is correct, a feat would not count against the number of invocation. You should leave an invocation option empty and take the homebrew feat instead.
Not optimal and maybe inelegant, but it makes the mechanics work at least.
