Will the monstrous races from Volo's be added so that we can create homebrew sub-races for them? For example, I'd like to create a sub-race for goblin, but goblin isn't one of the base race choices.

I am playing in a campaign where the DM has allowed us to choose a Feat at first level, and a bonus Skill proficiency. There is currently no way to add extra Feats or Skills outside of what the rules allow, so since only Variant Human's can add Feats at level 1, there is no way to add a feat to any non-variant human until level 4.
I tried creating a Variant Goblin, but I don't seem to be able to add an option to allow an extra Feat to be added to my character, nor an extra skill proficiency.

Create a goblin variant, add a new trait, name it whatever you want, and then add the feat modifier to that trait. Then select "Choose a Feat" from the options listed.

You need to add a modifier to the trait to provide a mechanical effect like a feat. As the orange box says, you can add modifiers after you have created the trait, so save the trait and then add the modifier.
You have to click "Save". The message in orange tells you that you can add options, modifiers, spells, and limited use once the racial trait is created. Jackson beat me to it!

If I understand you, does this not mean that I am specifying the effects of a feat, rather than adding the option to choose a Feat during the character creation process? I want to do the latter.

This is correct. When you add a feat as a modifier, you can either choose a specific feat to grant or the ability to choose any available feat. Your choice.

I don't want to add a modifier, I don't want to replictate a Feat. I want the character builder to show that at 1st level my goblin PC may choose a Feat, and offer a drop down menu of all the feats available, just like a Variant Human would see.

Add a modifier. Select a modifier type of "Feat". Select a modifier subtype of "Choose a Feat". If you try it and it doesn't work, copy the variant human and see how it's done.

Yes, the instructions Jackson is giving you are correct. Go to "Add a Modifier" then choose "Feat" in the Modifier Type. Then choose "Choose a Feat" in the modifier subtype. It's that easy. Gosh darn it you guys. :P

Is their character in the campaign? Do you have a character in the campaign? If the answer to both of those questions is yes, go give it a try. If it doesn't work, make sure the character has homebrew enabled.
