Just thinking that since a custom lineage can be anything you like really (yes, it must be humanoid), should it not allow you to have access to the race locked feats - e.g. eleven accuracy, orcish fury or fade away. If for instance I wanted to be a half-gnome/half-halfling (indeed a quarterling) should I not get the option to choose a racial feat from the feat option given by custom lineage?

No. RAW, Custom Lineage does not give you access to racial feats. Instead of choosing one of the official races, Custom Lineage lets you make up your own race, and calling your Custom Lineage an elf or dwarf does not make them eligible for racial feats.

You can still give yourself racial feats by turning off the feat prequisite toggle. I highly recommend looking over all the toggles and familiarize yourself more with the character builder so you know what everything does.
