For as long as I can remember, you had to have a master subscription for content sharing. That is sort of the point, is it not? The "Hero" tier is used for players who are playing the heroes, providing them the ability to maintain an unlimited number of characters. The "Master" tier was designed for Dungeon Masters, allowing them to share their content with all their players.

This has never changed. In the 4 years(going on 5) that the Master Tier has existed, its main benefit was content sharing. The other tiers have never been able to take content from others if SOMEONE in the content didn't have a master tier subscription.

As long as D&D Beyond has allowed sharing of purchased content, it has required a Master Tier subscription. Only one thing has changed in that regard; the number of campaigns you can share with was increased from 3 to 5.
There hasn't been any other change, and this feature has never been available without subscription.
Perhaps someone else you were in a campaign with had enabled content sharing using their subscription and you didn't realise until now.
