The fact that spell lists repeatedly list every spell that can be upcasted at every level it can be cast at makes spell lists outrageously long and confusing. If you want to use a spell at a higher level you can just check off the level spell slot you want to use, or can open the spell and select the level. There's no reason to have spells listed more than once in the main list, and it would look much more clean and easy for new players to navigate if they changed it.
There's a preference to turn this off. From the character sheet hit 'manage' next to the character name/icon, then in the sidebar click 'character settings.' Scroll to about midway and there's a toggle for 'show level-scaled spells.' Turn it off/left/grey. If you want new players to do this right when setting up a new character, in the character editor these preferences are in the home tab, the first page you get to when making a new character.
