When you create your character, you receive equipment based on a combination of your class and background. Alternatively, you can start with a number of gold pieces based on your class and spend them on items from the lists in this chapter. See the Starting Wealth by Class table to determine how much gold you have to spend.
That does not answer my question about missing out on the items from the background when selecting the gold option since it clearly states that is based on Class only.
to clarify: I am not seeking to understand the rules regarding this, rather I am wondering if there is an error in the character builder as you do not get your background items when selecting "gold" instead of class items

It is not an error. You get starting equipment based on class and background or you get starting gold based on class.
To clarify: if you select starting gold instead of starting equipment, you get no gold or equipment from background.

The amount of gold you receive is based on your class. It does, however, replace the option to receive equipment from both your class and background, if you read closely.

So when creating a new character you can choose between gold or equipment for your class.
However, if you select gold, you do NOT get the equipment that your background would have gained you.
Is this a bug or just something that is a standard practice?
