You can't delete published items, once they're published they're out for good. This is to prevent issues being caused when trying to delete something another user has added to their character
You can only make a new version of it when you already published it for some reason
Correct, but all versions stack in the same page. Older versions are still available, but the newest version is what shows first. "Create new version" is how you edit published homebrew.

You can always edit it to make a new version to fix any mistake you had made.
