I see that the races from PHB (or any other source for that matter) do not have the ability to select the new rules from MoM in character creation. The Tasha's rules are available with customize origin on the home page, but that only gives you the +2/+1 option and not the +1/+1/+1.
Is there any planes to make MoM character generation rules available to the non-updated races?
I've noticed the same thing, really seems like the race changes were handled poorly because not every race has been updated to reflect the new standard they're applying.
The player race choices in the players handbook have not been updated, the only races updated are in the new book, players handbook races will be updated in 2024 and not until then unless WotC plans change for canceling the 50th anniversary of D&D.
It's not about updating the races, it's about implenting a new ability score rule. They're clearly doing something, since the race details have changed, not showing stats any longer.
This. I was under the impression that all the races would get this new ability score rule. It's kind of crummy that only some of my players get to choose their racial ability scores now and the others can't.
Shadar-Kai also get the new Trance bonus, because it was not in the PHB originally either. They aren't officially changing the PHB races yet, that's for the new version said to be coming in 2024.
If you are the DM you can certainly homebrew your players a version of high elf and half-elf that have the differences indicated. Do note that the high elf should lose weapons training (trance proficiencies would restore some that they want though), and the half-elf would lose the "magic can't put you to sleep" benefit since that's now under Trance instead of Fey Ancestry, and half-elf has never had Trance. Half-elf should also technically lose the +2/+1/+1 to ability scores that the PHB gives, and for which the Tasha's optional rule allows the CHA+2 to change to a different ability.
I can imagine your half-elf player might well prefer just to stick with regular PHB version with the Tasha's optional rule.
(Addition: at least there's a clear indication of what elves in general can have, and a way to gain weapon proficiency outside of class. Meanwhile my Hill Dwarf Cleric would probably need to lose Warhammer proficiency in exchange for gaining a 30ft speed, even though the iconic Cleric illustration is a Dwarf wielding a Warhammer!)

No. Customising your Origin is an optional rule from Tasha's.
The new races presented in Monsters of the Multiverse have their own additional rules for character creation, which do not apply to other races outside of that sourcebook.
I am pretty sure there is a way to override it when you set up your ability scores in character creation. A little extra work but I think you can do it.

What you're calling the MoM rules first showed up articulated in almost the exact same language in UA for VRGtR's Gothic Lineages. It made it into the actual VRGtR book and the rule has been used for all new races published in D&D since VRGtR (Fizban's Strixhaven, Witchlight, etc). However +2/+1 is not a rule for all races, but a rule for races appearing in the book citing the rule. So RAW speaking, what you call the MoM rule doesn't apply to the PHB (though you're free to approximate it through some of the Tasha's customization options). If the present PHB is updated or revised or replaced by another product, it's somewhere between possible to very likely that the races' abilities will have floating +2/+1 bonuses in place of their current assigned bonuses. Such a product is rumored to be published in 2024. In the meantime, you're also free to house rule a +2/+1 blanket for your PHB races, but that will take some doing on DDB, simply use the PHB races as presently written, or use one of the Tasha's options.
DDB can't just "make it so" and give users the option to take the +2/+1 for PHB races as DDB only publishes material and tools based on RAW in the books. MoM does not claim to supersede the races as written in PHB, nor the customization options in Tasha's it's only writing and ruling about the races appearing in MoM. .

Due to Tasha's, you can activate "customize my origin" and select the ability score increases you want.

I'm just curious, if that was already an option because of Tasha's, then why make it an official change for some of the races and not all?

The PHB races aren't included in MotM, so they haven't been changed. You'll have to wait for the 2024 PHB I suspect.
