Not sure when it was changed but it is neither alphabetical nor in order if she I suspect is the most commonly used, certainly not common for me to pick Stealth Disadvantage, Eldritch Blast, or Set when making feats. It just seems obtuse to put bonus half way down. This is almost malicious UID. Considering the Judge Doom-esque moves of late perhaps that is exactly what it is; an attempt to make things slowly more difficult a la-“I bought the Red Car so I could dismantle it”.
I think they're referring to the homebrew tools specifically used to build feats, more specifically the order of the modifiers field. They're also insinuating this may be some sort of intentional sabotage of the tools. But the substantive feedback seems to be in some change in the ordering of modifier selections in a drop down menu.
If that's the case, the order of the modifiers is determined by how the tools are set up by the content entry team who use basically the same system (with some more features and permissions). The homebrew tools aren't actually a bespoke system.
