I am homebrewing an item that has spells tied into it but I need a way to restrict the spells to certain levels of the character. As in the character needs to be a certain level in order to obtain the spell. This is also a homebrewed spell. I can’t find anyway in the spell options nor the item options to do this but in the item options under “spells” they do have the “restrictions” category but I can’t find anyway to add restrictions. Thank you for your help.

This isn't something that you can make using the homebrew tools, they're not currently set up for that. Basically, if it's outside of the bounds of something a published item does, it's probably not possible for the tools to do it. The best you can do is write it into the description and hope that players are responsible.
