When I edit my subraces, they don't give me the option to group by race, if the parent race is a homebrew race. This can be very irritating as I have several homebrew races with six or more subraces, and they all seem to need to be selected alphabetically rather than by the parent race. I can do the thing where I put the name of the parent race in the race name, but they still don't group in character creation, and on the dropdown menu in subrace creation, it doesn't list any of my homebrew races. Is it because they're not published? I intended them to be private homebrew for my players, not general community options.

This is a known issue and they intend to fix it (eventually). For now if you name all your subraces with the parent race name first, they at least stay together.

Two years later and they still haven't fixed it? Man.
I doubt this will change. With M3, subraces are no longer grouped officially, so the official rules are moving away from the base/sub distinction.
There are no subraces in M3.
Right, because they took the old subraces from VGtM and MToF and spun them off into base races.
4 years later and still haven't fixed it...
