I wish that legacy books was still sharable with the campaigns that I'm in. It sucks that only I can use legacy content in the campaigns I'm in.
It also makes it harder when using it with VTTs.
They haven't changed the ability to share legacy content.
They did change the character sheet source toggles in ways that might make it look like that.
I'm aware, what I want them to do is make legacy sources shareable.
They share exactly the same as other books
