Will the 2024 difficulty ratings come to Encounters where you simply make the list? We run our campaign IRL, and battle out the encounters with mini's on a physical map, so we don't have any needs for maps. However, as DM, I really like to my encounters to quickly lookup the stats of enemies, keep track of their HP and to keep track of initiative. So, will the 2024 stats also come to that version of encounter builder or will it only be maps (since there currently is a banner stating "For 2024 difficulty ratings, try out maps!")?

I don't think there's been any official announcement either way, but my guess would be probably not; it seems like they consider Maps more of a priority at this point.
