Each Ring of Elemental Command allows the wearer to speak and understand a specific language but it doesn't show on the character sheet's language section. (I believe the Sylvan Talon has the same issue). It's an easy fix though by adding the Modifier Type: Language and the specific language to each of these magic items. The bigger issue is equipping the ring automatically adds all of the other powers these rings provide to the character sheet but you're only supposed to get those powers after slaying the relevant elemental first. There should be a toggle or perhaps two different versions of the rings to show the lesser and full power versions. Thanks!
Interesting. Equipping and attuning any of the Rings of Elemental Command or the Sylvan Talon does nothing in the Language section of my character sheet so I'm surprised it does on your sheet. I've had to homebrew copies with the fix I described above. You are correct about the Sylvan Talon not really granting the Fey language fully and that it just allows understanding. I've just added a custom language note instead.
