The material in that book is playtest material in draft form. Its unofficial and may never be adopted by WotC, its not permitted in the D&D Adventurers League and even if it is adopted its likely to be updated and written.
It sounds like great content, and I've previously really enjoyed playing in the Eberron setting, but given the plethora of caveats above it seems unfair to include it in the Legendary Bundle. It forcing those of us who aspire to some day catch up with the WotC release schedule and eventually purchase the legendary bundle to purchase what is effectively a draft review document if/when we buy the bundle
WotC has announced (via Twitter, not the document itself) that it will eventually become final, official content. All changes will be given free to those who purchase it now. So it's similar to Early Access games on Steam. You pay to use it as is, and then get the final version as well. It may even be cheaper to buy it now than latter, though they haven't announced future pricing.
