In Chapter 5 of WaterDeep: Dragon Heist, there's a section which tells the DM to 'refer to the Monster Manual' about lair actions. Quoting:
Before running this chapter, review the “Beholders” section of the Monster Manual, particularly the section titled “A Beholder’s Lair.” Within its lair, Xanathar has access to lair actions, and characters might encounter the beholder’s regional effects as well.
Note, however, that it does not link to the section on beholders. Instead, it just drops you at the index, where you then have an extra click to go to section for Beholders. Why not just link straight there?
