The character builder treats a mastiff like a backpack or a pouch. The weight of the mastiff itself is not placed on the character's encumbrance, but anything one adds to the mastiff shows up as if the character is carrying it, not the mastiff. Not sure if this is how ponies and horses work, too.

ModeratorAll mounts are treated as containers because mounts often carry their own gear. If you don’t want it adding to your character’s weight, you can simply unequip that container. Just find your mastiff in the inventory, then uncheck the box beside its name.
