I think it would make more sense to have the (Magic School) Savant feature have you make an explicit menu choice, similar to how the Sorcerer and Warlock make explicit choices on certain Levels for Meta Magic and Invocations. This would be past the Level 03 choice, for every new level of Spell, as the feature itself describes.
Whether that's a new level up mini-menu per choice or an expansion of the old one, whatever. Whichever works better. Maybe the Warlock route of Invoc's. This would just add the spell to your Spellbook, where it would of course be up to you to actually prepare it when needed. The Druid spell list is much more intuitive in this regard, I think. You always have the particular selection of spells to choose from, you just pick and mix what you need. Adjust it slightly for the Wizard class, is all.
This is one of the reasons I don't like making Wizard PC sheets. Maybe I'm just bad at it, or maybe it's the UI, or the ambiguity of the feature's explanation vs the Website's, and/or Sheet's allowances, etc. Could just be me, totally fair enough if so.
It's not just you. As a seasoned player, it's hard work to get new Wizard players to work out what's going on with spells. I suggested a different method of adding spells in a separate thread I made.

Thought I'd throw it out there, Cheers.
