I think I know the answer to this, but I still feel the need to ask. So, for example in Sword Coast Adventurer's Guide there is the Gray Dwarf (Duergar) as a subrace (playable character). Can I only use it in that story? Or, can I use that subrace in any story. Does this mixing and matching work for everything, like Feats, monsters, so on?
I'm not sure what you mean by 'story', do you mean adventure? If so, SCAG isn't an adventure book it's a settings book.
The book adventures generally don't have any limits on race, class, background etc. Stuff like that is down to your DM.
If you're talking about using the option in the character builder, the character builder is completely adventure/setting agnostic. It'll let you make a character using anything you have access to.
