Since game rules contains itemized list maybe it should be called itemized lists. Or something else as long as it doesn't imply the basic rules are found there.
Game rules contains the individual game rules that can be individualised; rules for class, for spells, for magic items etc.
The stuff you're talking about, found under sources, can't be individualised so it's presented by source, hence that category.
Well have the stuff linked in the Game Rules can't be individualized. Things like Equipment or Vehicles.
I know that I can find things like actions or spellcasting in the sources, but when a menu is called "Game Rules" I would expect to find actual rules there. Not just "itemized lists" as @DxJxC has called it.

Maybe I'm the only one, but the Menu "Game Rules" doesn't really have much in terms of actual game rules in my POV.
I would very much love a quick way to get to things like Actions, Conditions, etc.
Basically Chapters 7-10 in the PHB.
Maybe you can split things like classes, backgrounds, races into a new menu "Characters" or something?
