I have run into multiple people who have the masters subscription and sourcebooks, but they cannot share them because they are a player or a dm. I would recommend switching that to where if you're on the campaign you can share whether you're the player or dungeon master.
There's no restriction as to whether or not you're the DM vs player in order to turn on campaign sharing. There is a limit to the number of campaigns you can share to, though. Possibly that's what's going on.

... I am confused by this post. You're saying people have been unable to share because they are a player AND because they were a DM? There is not a 3rd status in a campaign. Have you never been able to get content sharing to work?
Moreover, as poketmouse explained there is no such restriction on sharing. Your books are shared whether you are a player, DM, or even have a subscription (provided someone else does and enabled sharing).

This is already the case;
Anyone, DM (campaign creator) or players can enable content sharing if they have a master tier subscription
Anyone, DM or players, in a campaign with content sharing enabled will have their books shared with everyone else
The only permission restricted to DM (regardless of if they're the one that enabled content sharing or not) is the ability to restrict access to compendium content. This however will not affect anyone that owns said content
Oh my apologies to be fair i haven’t had the master subscription but it seemed to be a problem on my friends side and hes the one with it. turns out he messages me last night figuring it out which was after i posted about this.
