It's hard to do right because you have to redesign all the colour schemes and CSS for the whole site. There are extensions that just invert things and that looks terrible. There are other extensions that let you customise different elements of the site and they take ages to set up and still can break or look terrible.
Dark mode isn't technically hard, it's hard from a design perspective
As mentioned, the devs are aware of the strong desire for a darkmode. It's something that needs to be done well as it affects accessibility of all content across the site
One website is not equal to another. The more dynamic content, the more complicated. The more integrated systems, the more complicated. The more customized, the more complicated.
Never say to a developer, "Just do what those other people are doing."

There is not, it's an often requested feature. It's also a feature that's very easy to do badly, and very hard to do well.
