I was creating a character and I discovered that the forest gnome is not an option, even though the sub race is in the dnd handbook. It might not sound like anything big, but I am still wondering, does the forest gnome exist, was it a mistake on the website, on the book, or did the race of forest gnomes just die out?
Forest gnomes as you say are in the players handbook, which would need to be purchased here on dndbeyond for you to be able to use them. The only gnome in the basic rules is the Rock Gnome. The website can only include free options, for free, since they do not own the books. However, if you purchase the books here you can use the features within in the character builder.

You can also buy the Forest Gnome race for $1.99 if you don't have the money or interest in purchasing the PHB at the moment.
