Is there a way to modify a weapon's range in the homebrew stage?
Creating a custom attack with a different range is not the solution I'm looking for, as that creates conflict with other features.
Ideally, I would be able to change both a weapon's overall damage dice and the range, but right now I just want to make a whip with 15 ft range. Is this possible?
Currently, no. At best you can make sure the weapon description states the range for reference, or else create a custom attack (which isn't ideal as you already mentioned.)

Reviving this just so other's looking might find this. Changing the reach of a melee weapon can be done by adding the modifier Bonus - Melee Reach and setting the fixed value to what you would like the bonus to be.

Unfortunately that will apply the bonus to all the character's melee weapons, not just the weapon with that modifier. The Bonus - Melee Reach modifier was created for the Bugbear's Long-Limbed trait.
Fascinating. I thought this wasn't the case. Had to refresh my character sheet several times for it to apply to all the other weapons. Apologies for the bad information!
I would be lovely to provide a min/max range when adding the "Thrown" property to a homebrew weapon.
In my case, I have a "golfclub" (greatclub in disguise) that normally one uses to whack at balls (or bash heads), but can be thrown in frustration or desperation at an opponent.
Presently the item appears as 5/5 range on a character character sheet.
(Think about Tolkien's Bullroarer Took inventing the game of golf when whacking off the head of a goblin into a hole in the ground: https://tolkiengateway.net/wiki/Golf.)

Thanks for your answer. Hopefully this is added at some stage.

+1 to this, I want to increase ranged weapon range and base damage for homebrew items.
