I want to make sure I’m interpreting this correctly.
At level 2, a cleric has 2 uses of Channel Divinity. The feature says you regain 1 use after a short rest and all uses after a long rest.
So my question is:
Is it correct that the cleric effectively has a maximum “pool” of 2 uses at any given time, and can only regain 1 per short rest (up to that maximum)?
If that’s the case, then even with multiple short rests in a day (for example, 3 short rests), the total number of Channel Divinity uses in that day would be limited (e.g., you don’t just add +1 per short rest indefinitely).
Or instead, is the correct interpretation that you can effectively use it multiple times across the day (e.g., 2 initial uses + 1 per short rest, if you spend them all before each rest)?
You have a maximum pool of 2 uses. When you take a Short Rest, if you've expended any of those uses, you get one back. When you take a Long Rest, you get all of your expended uses back.
So, the total number you use in a day may be higher than 2, if you use it regularly and take multiple Short Rests. But you can't have more than 2 in your "pool" at a time, and therefore you can't use more than 2 between Short Rests.
The size of the pool goes up as you level up, but the number you get back from a Short Rest is always 1.
This paradigm is new for the 5.5e rules and applies to a bunch of other things too (e.g. the Druid's Wild Shape feature). It should be noted, though, that in a lot of cases D&D Beyond's character builder doesn't support this properly and won't automatically give you one back when you click the Short Rest button.
