The modifiers DDB allows are ones that are already present in the game rules. There are currently no features in the game that allow determining of initiative from a different ability.
You could make a feat that would adjust a PC's initiative, but you'd have to make a new feat for each player (and you'd have to adjust it if they changed their DEX score).
Create Feat
Add Modifier
Modifier type: Bonus
Modifier subtype: Initiative
Fixed Value: [positive or negative number to add to current Init to get what you want]
Since the only option that subtype: initiative shows up with is 'Bonus,' you can't use 'Set' to set Initiative to what you want, hence it needing to be a custom feat for each player who has a different value.
There is simpler workaround: custom skills! Go to your character sheet's "Skills" section and add a new custom skill that is based on the stat you want. Call it "Initiative" and ta-dah! You can keep track of your homebrew initiative.
I would like to be able to change the Initiative number, because I use class determines the attribute used for Initiative
Unfortunately you can't modify core elements of the games rules such as what determines initiative value, afaik
