I'm surprised how low WoTC is with their Extra Life goal so far. Only $1335 raised as of right now. Unless the totals from the Tortle sales haven't come through yet?
So I may be thick, but why wouldn't the Tortle Package be in the Adventures section alongside ToA?
Instead of the Rules section? I guess I never thought much about it, but you have a point. It does supplement the ToA adventure. I am guessing the reasoning was that it was a rules supplement with minimal adventure material, so they put it in rules.
We went back and forth on this and ultimately decided the Rules section. We might actually add an entirely new section for "Supplements" as we move forward and these become more frequent.

I know all sorts of things I'm not telling you. I can neither confirm nor deny the existence of Grung playable races.
Grung are sort of playable in AL already - the surrogate characters you can play if your main character dies includes a Grung Rogue (both tier 1 and tier 2 versions can be found here )
Not sure if they are the same as will eventually appear as a proper playable race in in DDB, but it is a start.
