Let me just say i'm really new to this game, or really any games. I started a project for a group of very excited people, D&D warfare. kind of like a game of risk. The goal of the game is to make your kingdom rule the land, in a game of throne kind of sense.
Every player has picked a race of there choice. and i have Orc, human, teifling, elf, and the undead. each one of these races should have advantages and disadvantageous that apply to them as a group working together, and make a new kind of character sheet for a race in whole. I also need to figure stats for city's and towns if you where to try to take the city.
I pulling anything helpful from any of the book in dnd, home-brew is welcomed as well
Even if by far not a perfect game, I'd suggest you have a look at the board game Small World and its expansions. Most of the elements you described are there (different races, risk-like basic mechanic, territory control) plus a bit of randomicity given by each race being coupled with a random additional special power at each new game.
Might not be what you are looking for per-se, but I am pretty confident it could give you a few good ideas on how to develop your idea.

Maybe look at an old game called chainmail that is where D&D has its roots.
