Interesting... I wonder if that was intentional or just an over looked interaction? As a DM I would feel rather scummy using that against my players in any encounter other than a solo critter battle.
Personally, I just ignore the 'on your turn' restriction (I assume it's intended to prevent getting a full attack sequence on an opportunity attack, but an opportunity attack isn't an attack action anyway).
I was thinking that menace: you are need to be blocked by two or more creatures, IIRC could be a class ability that says do to your martial focus, if you are attacking the same target more then once and they only have 1 attack you get a bonus to your attacks beyond the first.
Way in the past in a home brew system the creator had a class that was based on the MtG game, you had a deck of cards (or pile(s) of Mana and all other cards) and you started with a basic deck and searched for other cards during the RPG game. Your deck sort of filled the same roll as magic items and spells but it was more random and based on your ability to draw mana from your environment to cast spells or summon artifacts. It was an interesting addition to the rest of the group and IMHO did need the support of other classes more then a standard spell caster in D&D 5e.
I do think other terms would be more problematic to implement.
Also in general on my first post I was thinking of more spells/artifacts and creatures named for MtG cards.
A creature that can make multiple attacks on its turn has the Multiattack action. A creature can't use Multiattack when making an opportunity attack, which must be a single melee attack.
That doesn't say multiattack can't be used out of turn, just that it can't be used in an opportunity attack. Which we already knew because it's not a melee weapon attack, it's a special action.

Yup^. If it had said "a creature that has the Multiattack action can make multiple attacks on its turn" there'd be a limitation, but that's not what it says.

Unfortunately, Multiattack can only be used by a monster on ITS turn as well - see https://www.dndbeyond.com/sources/basic-rules/monsters#Multiattack
