I'm not immediately reminded of any method on DDB to build this as a magical item. Specifically not changing ability modifiers on the item itself. I could see possibly modifying the Hexblade subclass to use intelligence instead of charisma, but I'm not sure if that will get you where you want to be.
You could build a custom action on the character sheet itself by going to Actions->Custom Actions(top right of pane, on line with Attacks per Action)->Add New Action-Weapon(from dropdown). Set Range to Melee, Stat to INT(for your example), Dice count to 1, Die type to 8, Damage Type to Slashing, select Proficient and Display as Attack in the "tick" boxes below. Lastly provide a name and any other flavor text you like.
This will show up as an attack, but will not appear under the Actions:Attack category. It will be under the Other category in the Attack tab. Definitely not the most user-friendly approach, but it's what we have to work with.

Is there any way for me to change the stat used for a weapons modifiers? Like changing a longswords modifiers from strength to int?
