I think the idea is that you can't identify an item as cursed without experiencing the curse. I'm sure there are creative workarounds, though - and most canon cursed items can be gotten rid of via the remove curse spell, which isn't an onerous or difficult fix.
Technically, Identify wouldn't show them if it was cursed, but I would rule that it would because it isn't very useful.
Disagree. Since identify is a ritual spell, this means pretty much that the characters will never be in danger of said cursed item. All they need is ten minutes and the wizard can warn them off.
It requires a material cost of a pearl worth 100 gp. They probably won't be carrying around a lot of pearls whenever they go dungeon delving, and even if they do, they will be using them up on non-cursed items all the time. ...
Don't know about your group, but as a DM I have an expert Caster player in my group, who specifically buys all their material components any chance he can. And yes he used Identify to find a cursed Item once.
Yes, RAW doesn't specify that a curse would be seen. But as I'm not a DM vs Player type DM, I hinted there was a cursed potion in the box of 12 potions of flying. ((ie 1 in 12 chance to get the cursed potion of flying. - Curse is "potion of flinging" or "potion of trebuchet" ie when consumed, nothing bad happens, until you try to fly, it then catapults you into the air at max movement + dash height and distance then the potion wares off. )
