I have an artificer 3/wizard 2 character and despite having access to 2nd level spell slots, when I try to add spells in the character editor I only have access to cantrips and first level spells. I changed the wizard to level 10 to see if it changed but even that high I STILL only had access to 1st level spells in both classes. Is this a glitch? Is D&D beyond being dumb? I don't know why it wouldn't have worked when you raised your Wizard level to 10, but an Artificer 3/Wizard 2 should not have any 2nd level spells known. Neither 3rd level in Artificer nor 2nd level in Wizard gives access to knowing 2nd level spells, despite the fact that it would give you the spell slots of a 4th level caster (which would include 2nd level slots that you could use to upcast your 1st level spells).
As stated above, you gain access to leveled spells according to the class table and it is independent of the other class. So if you are a level 4 Wizard, you could check the Wizard chart and see you get 1st and 2nd level spells.
The spell slots increase for multi classes full casters the same as a single leveled caster, meaning a multi classed character using 2 full caster classes will end up having higher slots than spell levels available. You can use these to upcast any spell you are able to learn/load, but it does slow your progression of what level spells themselves you have access to.
No idea why it would glitch when you bumped the Wizard to 10. One thing that MAY have caused it, is if you have the editor open in one tab and the character sheet open in a second tab. You need to refresh the sheet after any changes in the editor so it updates.

You should go read the basic rules again. Specifically the rules on multiclassing.
Everyone is correct when they say that gaining access to spell slots doesn't occur at the same rate as gaining access to spells when you multiclass. Slots go more by total spell caster level (with adjustments for 1/2 and 1/3 casters) and actual leveled spells goes by class level.
If you didn't have access to higher level spells once you bumped the wizard up I'm guessing that you had the spells tab open in the character generator at the time. You'd need to close and reopen that to refresh and have the higher level spells show.
