Just find it a little hard to believe that Wizard's would allow user created 3D models onto the VTT, at least not without some heavy vetting and moderation, no doubt there will be some form of content guidelines that need to be followed?

Well, as you said, it's unclear,. and it's probably going to be unclear until they actually officially announce something.
Now, speculating about what it might be: for personal campaigns, user created models aren't a problem. If they introduce a mechanism where people can share and/or sell their content to other users, they'd need to do more vetting, but they have an established model in Dungeon Master's Guild so I would expect something similar.
What companies (or really anyone) want to do, what they say they want to do, and what ends up getting done are rarely the same thing. Really, we’ll have to wait and see what they release. And even then, it will probably change over time.

The latter seems more plausible, however keep in mind that this VTT will be in Unreal 5 which is crazy moddable. So I think it reasonable that we'll see UGT for the program that they didn't even intend.

I hope the VTT will allow the import of STLs (or other formats -- from, for example, HeroForge) for our PCs.
Of course, if the VTT has a character design function like HeroForge, then I suppose such an import feature would be unnecesary.
