Most spellcaster monsters don't explain whether they're using material components or a focus. For example see the Mage from the Basic Rules.
While it doesn't mention any, the general rule in the MM is that a spellcaster has the material components it needs to cast the spells in its stat block.
Equipment: If a spellcasting monster needs material components to cast its spells, assume that it has the material components it needs to cast the spells in its stat block.
I think it was more to simplify the characters for those who haven't played dnd. A sorcerer casts magic, A bard plays music, a barbarian smash, a druid wildshape wildshapes Similar to what the old tv show did. make sure it doesnt get too confusing.
