Hollow One is from Explorer's Guide to Wildemount while Reborn is from Van Richten's Guide to Ravenloft. So you would need your DM's approval to play it and Adventurer's League rules would prohibit the combination in official play. Lore Wise the character would be someone who died on Exandria and his/her soul was replaced with the strange magic of the Blightshore. (S)he then went to a domain of dread, died again and became Reborn. Like a certain battery powered bunny, (s)he keeps going and going and going.
As a player character you are a force to be reckoned with regardless of race, background or class. But, despite what the internet click-bait videos tell you, no matter how powerful you make your character, the DM is going to be able to throw something even more powerful at you.
It is worth noting, while Reborn might have been released in Van Richten’s, the actual rules for the lineage are designed to be setting agnostic. The lineage is a catch-all mechanic designed for a wide range of resurrected players and can be applied to any plane in the multiverse. Accordingly, you do not need to come up with any kind of lore that involves your character going to a Domain of Dread - you just need to get your DM to sign off on using the lineage and come up with a mechanism for rebirth which works for whichever world your DM is running.
