Presumedly he is playing an older edition 4e probably since he specifically called it epic levels. I think all editions before 5e went past 20. But I could see the 25,000xp perk each being seen as a new level.
"Epic level" was the official terminology in 3e / 3.5e as well, and I remember using it informally for 2e higher level and 1e black box (Master set). But the cap at level 30 would only apply to 2e or 4e, and the kind of hand-waiving "you gain a level every session" approach wouldn't work in 2e due to the different class power curves. So agree they're probably playing 4e.
Quite why they've jumped on a thread about 2024 5.5e to share their experience of a different game is less easy to speculate about.
5e also has (had? I haven't checked the new DMG for it) Epic Boons (no autocorrect, that word doesn't have a second 'b'), which they could be describing as "epic levels".

If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
Yeah, but there's no cap on boons. You keep awarding them until the campaign ends. "Level 30" as a cap definitely says 2e or 4e to me, and most probably 4e because the 4e classes are progression-synced so "milestone" type levelling would work (whereas e.g. a 2e level 9 thief is at a much lower power tier than a 2e level 9 specialist mage).
I do run "epic le vels" in my campaign. mostly for NPCs as a number of them are older characters of mine brought forward. its fairly easy to do a progression either each 50k EXP is another "epic level" or you can continue the progression: L21= 50k (like L20) then L22 & 23 = 60k, L24 &25 = 70k, etc.
The Epic Legacy Core Rulebook is a 5th Edition supplement which adds a powerful and tested Epic tier to the established levels of play, advancing the Character progression from levels 21 to 30. The Epic Legacy system provides all the tools Players and Dungeon Masters will need to bring your most epic games to life.
For those of you interested in that type of play you should definitely check it out.
