Drafting a homebrew Weapon Mastery idea. Curious to hear thoughts:
On a hit, the next save the target forces before your next turn has a -2 penalty to DC.
So like Sap but for actions without an attack roll. (Could swap the flat penalty out with giving their target Advantage, to mirror Sap more, but maybe that's too much? Or have it scale slowly throughout the game? Like -1 for each of the 4 tiers of play?)
There sure are lots of ways to impose Advantage & Disadvantage, which are mainly attack focused. But so much impact comes from spells, abilities, and rider effects. And it would cool if there were some way to interact with that.
