In my opinion this vote has become much like presidential elections in the US. The fact that people would generally (in my opinion) choose fun over rules, there is however the problem that "fun" is being represented by Sam, who is harder to connect with than Liam. I vote Sam's concept, but Liam's leadership. To point out this very point in Episode 71;

I think its funny that people seem to vote on which player/character in the game they liked more than the positions that they two have put up as caricature. Liam is a great storyteller himself and Caleb has been such a compelling character to this campaign. Yet Liam the candidate is pushing rule over cool. I find this ironic.
