I haven't really found any rules about how to have a domain ruled by players. I know that once upon a time there was a dnd setting called "Birthright" but that setting is not 5e conform. How would you handle a player who is a lord of a domain since such would entail responsibilities but of course also perks?
How big of a domain are we talking? Can it be settled by the "Running a Business" rules in the DMG, but maybe scaled up a little? There are also some rules for running and maintaining a franchise in the new Aqc Inc. book that may be able to bend the way you need.

Yeah, something that big might be a bit out of the scope of what the current D&D rules can handle. I'd suggest seeing if there are rules that govern this sort of thing as homebrew on the DM's Guild website. I'm fairly certain that someone has tried to make it happen.

This is largely outside the scope of most D&D 5e games, at least as far as published content. However, Matt Colville will soon be doing a kickstarter for 'Kingdoms & Warfare', a follow up to his previous add on book 'Strongholds & Followers'. You might want to look into that.
We are speaking about a domain being roughly 1500 miles in each direction.
Contains 9 baronies and has about 3 legions (3000 troops)
I would reconsider how big you want these "domains" to be. That's roughly the size of the entire Roman Empire or Han China at their greatest extents. There's no way in hell anyone could hold that much territory with 3000 soldiers.

That is most certainly true since even with 10 times that number you can't be everywhere.
There is only -1- pass/frontier we need to protect though since the rest are neighbouring counties which are all part of the same duchy.
