Straightforward magic weapons at +1, +2 and +3 are uncommon, rare and very rare respectively. The dwarven thrower is very rare and not only is +3 but also returns AND can do additional reliable damage.
All the returning property does is allow the weapon to be used as often a melee equivalent would be. If the DM needs to disarm you for some reason and/or is concerned about abuse, you could always rule that it only returns after an attack against a viable foe or won’t return if being held by someone else. I’d probably see the ability to summon it to hand as a potential role playing opportunity instead.
There should be different if the thrown weapon is lighter, for example a knife, and then it can be carried by a "mage hand" instead a higher level spell.
A number of my older characters (pre5e) carried returning daggers as backups/annoyance weapons. So when I started using DDB I homebrewed what they were carrying - a +2 dagger of throwing. In the process I set it as a rare item - have fun.
