Not in full in the way you're asking. You can manage what content is shared within the campaign, but most of what you're asking falls to the DM to just state the limitations before characters are created.

If you turn on content sharing and have the players make the characters inside that campaign, you can turn off any sources you don't want used. You can't however turn off specific races, classes, or determine how stats are rolled though. This is something you will have to tell your players from the beginning and check to make sure they did it according to your wishes.
Shouldn't be an issue... just nice to switch off options that don't apply, or switch on things like how one tracks XP, encumbrance and coin weight that do apply... and especially for newcomers who won't know that Zemnian (and the other WM languages) for instance, don't apply to Toril - which are several clicks down in their choice. (And no, switching off the Wildemount book does not remove the Wildemount languages.) It gets a bit much for a newbie to hear a list of do's and dont's when all you want them to do is simply find a cool concept and make a character.
But it's fine for now. Discord and Avrae to generate public stats. Discord to list out campaign rules that apply to their character (the first page of the character creation). At least these are editable... so the player can do all their own creation, and then read that they've done encumbrance wrong and go back to find and change.
I see I can actually do this on their behalf - just have to do it 6 times - makes sense for the first character creation page, but a little intrusive when "deselecting" deeper chocies.

DnD Beyond is a great site, but unfortunately they are really missing a lot of tools, such as allowing the DM to restric certain rules/options in a campaing or support for sideckicks. Those two are big disapointments...
