No, it's a feature of his mask. Any time he deals lightning damage it takes away the target's reaction.

The two Orc Brutes are now utterly confused, as half of their allies seem to be attacking the strange man and the other half are trying to parley with him... so, they take the dodge action since they can't really get to the remaining ghast.
Ruby, on the other hand, has a ranged attack. She will try to aim around Hew-bear to zap the ghast with her Arcane Burst (I'll say the ghast has half-cover from ranged attacks).
Ruby managed to hit the ghast once, dealing 3 Force damage. The second beam goes over the creature's head.

Well, that didn't work out well... unfortunately, he did just break concentration on confusion, so the ghast can now act freely. It attacks Hew-bear, apparently not realizing that Smiler is a much more dangerous enemy.

As Smiler disappears and he is freed from the spell, the Orog sits down on a giant mushroom (actually a rock that is hidden behind Smiler's illusion), rubbing his head.
