Yes, you will absolutely have an action to declare again before Galtheon's move.

He readies an action to fire on it if it comes into his field of vision.

As I believe Nanoc has no way of seeing the harpy at this range in the dark, he would have just grabbed his shield and drawn his sword and moved closer to the horses to defend them against any attackers who moved within his zone of control (i.e., he is holding his Action to attack)

OOC: I believe only the cleric - who likely had one of the highest wisdom saves in the party - failed the save. Ah, d20 systems. I think the Ranger needs to roll vs the Cleric on the grab, and then we move on to round 2, unless anyone had actions they wish to post.
Note, there can be portable light sources - light spells, thrown torches, flaming arrows show out - that could illuminate beyond the area currently visible from your camp fire.
OOC: If we do continue to Round 2 now, neither the Monk or Sorcerer had valid triggers for their readied actions as the harpy ended its turn 160 away, out of magic missile range and well out of melee range. The two of you are up at the top of this initiative. There are additional sounds of harpy’s laughing above the overhang, the one 160 feet away towards the bear cave - soon to be revealed as an owl bear cave - continues its song, and beyond the light of the camp fire there is only darkness.
On his turn Evan the cleric will have to move + dash, unless successfully grabbed by the Ranger, in which case he will have no choice but to use his action to attempt to break free, and at the end of his turn he gets another saving throw.
OOC: Following Evans turn the harpy scout will use a Bonus action to continue singing, and fly 40 feet towards your group, and then dash another 40 feet, the last 40 angled upward. Her movement will end her out of line of sight due to her vertical rise above the overhang, but she will pass through line of sight 80 feet from the group, which could afford an opportunity to fire on her with readied actions (if another magic missile is readied this round, for example).
OOC: Note that immediately after the Harpy acts Owlbear 1, a fully grown owlbear, comes rearing out of the cave, roaring and swiping at the source of the music that roused her from her slumber. She will move to a square under the harpy’s current location, also 80 feet away and within the dim light (for non elven blooded characters, low light vision doubles light source benefits, dark vision does not), her vertical reach not sufficient to attack the elevated monster, but also noticing your group’s fire.
OOC: To avoid confusion let’s resolve the remaining round 1 actions and saving throws, we are close I believe, then give the OK to the PCs at the top of round 2 to act.
