Ravnica was the first new setting book that we got in some time. It is a good setting but it lacks some of the more classic elements of D&D such as some iconic races and the outter planes. So let me post some homebrew idea's to add them to the setting.
Dwarfs: Long before the Guildpact was formed the Dwarfs of Ravnica lived below the moutains of Ravnica in thier city of Stoneforge crafting weapons and mining the earth. As the city grew and the guilds gained even more power the Dwarfs for the most part stuck to their underground kingdom only noting they did not have to travel as far to trade weapons. Today the city of Stoneforge is located far from the Tenth District were the other guilds have there headquarters but it still has been overtaken by the city all the same.
Even though Stoneforge is located in what is known as the undercity the Dwarfs have a poor relation with the Golgari Swarm view them as the growers of questionable food at best. However many of thier merchants have joined the Orzhov Syndicate and have risen quite high in the ranks. They also have quite the close realtion with Azorius Senate and Boros Legion and provide both guilds with a strong foot hold in undercity.
Dragonborn: Long ago their were dragons on Ravinca. However when the Guildpact was formed it was deemed that dragons were too dangerous to exist and they were hunted down and killed, the only expection was the leader of the Izzet League Niv-Mizzet. However a number of dragons chose life at the expensive of their dragon pirde and power. They cast a forbidden magic on themselfs to trun themselfs into a form of life that could be allowed to live on in Ravinca, the dragonborn.
In the thousands of years that have pasted the numbers of Dragonborn have swelled, but they still remain a very rare race. If there is a word that bests describes the feeling of the dragonborn to the other guilds t is hatred. They view the guilds as the reason why they only have a dim echo of the dragon power they once had. Still they do sometimes join the guilds but most often it is the guilds that allow them to strike back at civilzation in some way. Such as the Gruul Clans, House Dimir, or Cult of Rakdos.

I actually like the idea of using Ravnica in place of Sigil. Doorway portals are the only way to enter or exit the plane, as the Guildpact bars entry of the gods and magic likeplane shift.
Regarding the more traditional races, I think treating them as visitors from the far suburbs or outsiders who wandered through a portal into Ravnica is enough to cover their inclusion. Ravnica has the feel of being part of a larger Planescape style game. You adventure there for a while, then travel off the plane for hooks like finding the missing Living Guildpact.
