A number of us in our group have had similar issues with using the app offline, like the inability to change spells on prep, add basic items and especially level up characters.
There are other apps that manage it better, like Prism Scroll on iOS which has data sets and works perfectly offline even if it is a little cumbersome.
Using your account online already knows the resources you have access, when updating your character and seeing as you can download the books for offline use why can't the character sheet also access this? Granted access to custom content would be restricted off line but anything in a downloaded resource should be fully available.
Let the user do their changes off line if needed then when they go back online and the character syncs give them the option to sync from the web or from the offline sheet back to the web.
