If the only games being offered are tier 2 in historic, can I make a level 5 character to play? Or am i just not able to play this week? I know you can create a Masters level 5 character to start, but am i just out of luck since it's historic?
You may be allowed to create a level 5 character just for that session (I think some modules rarely even have premade characters for such cases). But you may not be allowed to progress that character.
Basically, just ask the AL organizer at your event.

I think this type of a character fits so well with the XP gained by Milestones instead of earning EXP by killing this&that and completing quests.

Warforged aren't a legal option for Adventurer's League unless you're playing the Eberron specific adventures which aren't being run at the moment
Adventurer's League uses XP, not milestone

However, AL does not use XP these days and hasn't used XP since season 7 which is 3 years ago now. Leveling up at the moment depends on the campaign you are playing.
Season 10 and Masters allow players to choose to level their character after every module. They can turn these down if they want to advance slower or max out their gold for the level.
Historical campaign leveling is based on hours played in each level and are currently set to 4 hours/level in tier 1, 8 hours/level in tier 2, 12 hours/level in tier 3 and 16 hours/level in tier 4 but many folks have complained that this is too much especially at higher levels so hopefully WOTC will change the requirements at some point.
As for starting at level 5 - this is possible for the Masters campaign. The most recent release of the Masters PG allows for the creation of characters starting at level 5. However, this isn't an option for either Season 10 or Historical. There isn't an AL legal way to create a level 5 character unless you also happen to be a DM who has run AL content and can use DM rewards to level up a character. Many places might let you join the game and sit in and play for the fun of it but you would not get any rewards or be able to log the session without an AL legal character to play it with.
