Is this feat legal in current League forgotten realms? I can get the Double-Bladed Scimitar, but can I get the feat to make it finesse? (Feat is in eberon book)

The double bladed scimitar and the feat are both from the eberron book. That book is only AL legal in eberron campaigns.
