I have a Swashbuckler character that I wanted to grab Magic Initiate and Booming Blade for.
Since Swashbuckler is in SCAG as is Booming Blade, I thought I was fine.
Was told tonight by DM that because there is a "newer" version of Swashbuckler in XGE, that I couldn't use the SCAG version, and therefore couldn't grab my desired cantrips.
Is that legit? I feel like PHB+1 means I could use SCAG as my +1, even if Swashbuckler is also in XGE.
Your DM is nit picking. SCAG is published official material and trying to make you drop SCAG cantrips just to play Swashbuckler is exercising too much control of a player's character.

I think your DM is half correct. You have to use the most recently published version of a rule but it doesn't affect your +1. So you have to use the XGtE version of the Swashbuckler but can still state SCAG is your +1. In the ALFAQ 8.2 it has he following statement:
My Race Was Reprinted in Another Book! The most current version of any rule is used—even if it’s reprinted in another book. This does not, however, affect your choice of +1.
Although the heading refers to race the answer states that the most current version of any rule is used even if reprinted in another book however it does not affect your choice of +1. As a result, if you want to be a Swashbuckler you should be able to choose either SCAG or XGtE as your +1, if Swashbuckler was originally printed in SCAG. Choosing SCAG allows access to the melee cantrips Booming Blade and Greenflame blade while preventing access to the XGtE spells and other content. However, no matter whether you choose SCAG or XGtE as your +1, the rules used for Swashbuckler are those published in XGtE if there are any differences since that is the latest publication of those rules.
P.S. The latest FAQ is much more recent that 2017 and can be downloaded for free from DMsGuild.
