However, I'd like to see some of the things like the alternate class features be considered part of the PHB and available to all characters.
On the other hand, the book is also supposed to include stat customization options to detach stat bonus from race decisions which could have a significant effect on character creation. I think this type of features should be either left out or made widely available depending on how they are implemented in the new book.
This may fall under the reprinted rules rule for some of the changes:
Reprinted Rules The most current version of any rule is used—even if it’s reprinted in another book. This doesn’t, however, expand the options afforded by your choice of +1.
For example, if changes happen to the wizard class Cantrip Versatility, I'd be able to use that from Tasha's for my wizard, but I wouldn't be able to use new spells from Tasha's unless I used it as my +1 book.

If I had to bet, my bet would be on AL excluding the racial variations as it would largely break the prevailing lore of Faerun. Recall, this is not unprecedented. AL already mandates that clerics must have a deity even though such is clearly optional.
It would also circumvent many of the restrictions created by the +1 rule and Baldman is unfortunately already on record that the +1 restriction is not going away for S10.
